Heat the oven to 350°F (175°C). Put a silicone mat or parchment paper on a baking sheet.
In a small bowl, mix together the flour, baking powder, and salt with a whisk.
In a medium bowl, blend the cocoa powder, granulated sugar, brown sugar, and oil. Beat in the eggs one at a time, then mix in the vanilla.
Slowly add the flour mixture to the chocolate mixture, stirring until just combined. Wrap the bowl with plastic wrap and chill for 30–45 minutes.
Use a cookie scoop and your hands to shape the dough into balls of 1 1/4 inches. Coat each ball with powdered sugar and arrange on the baking sheet, leaving 2–2 1/2 inches between them.
Bake for 10–11 minutes. Let the cookies sit on the baking sheet for 2 minutes before moving them to wire racks to finish cooling.
